Ah! I think you could say it's capricious weather. A 'weather caper' suggests someone else carrying out a trick using the weather, not the weather itself playing tricks.

Yep :) I think this is a word order thing, though; the first word describes the second here, so if you want to describe the weather it needs to go second.
